Here is the idea:
In the distant future, the world is ruled by Messiah. He has been reigning for 1000 years. Beneath him in the hierarchy are a number of judges, kings, and rulers who claim to be human, but they are immortal. They can fly and appear in rooms without warning. The planet is governed by a fairly strict theocracy and has been for 1000 years. Other mortal humans are long-lived but do not have the abilities of the immortal humans.
Soon after the 1000th anniversary of the new order of government where Messiah set up His earthly reign in Jerusalem, a movement starts claiming that the Messiah immortals are an elite class suppressing their freedoms. These rebels seek to reinstate old values from the previous millennium, like democracy, free speech, freedom of expression, LGBT rights, and the right to do what you want with your own body (e.g. fornicate and kill the baby in the womb.) The miniseries leads up to an army forming and attacking Jerusalem.
