I think its deeper than that Res. You can be a scholar in these areas and still be an undesirable candidate/voter. I would venture to say that Clinton is 100 times more knowledgeable than trump and more apt to pass any test concerning these these issues even though she doesnt adhere to them.

I think you got it.

Any President's success is determined by his choice of advisers and his ability to judge their opinions and make logical decisions. NO MAN can know enough to run this country on his own. Wise advisers make or break the Commander in chief. For some reason the present CIC is an exception, his popularity is HIGH his actual success is low. (IMO). he has had poor advice. Shocked
